The Bluffs on the Waterway is a Carolina Forest new home community. The Bluffs is conveniently located right off of River Oaks Drive and borders the Intracoastal Waterway. This Carolina Forest new home community provides flexibility in the homeowner being able to procure their own builder. This community has an Architectural Review Committee that serves as the entity that regulates all forms of the construction activity, including but not limited to, home and landscape design, lot layout, plot plan, drainage plans, arbors, tree removal, fencing, gazebos, docks, storage buildings, exterior colors, and all other construction within the Bluffs on the Waterway.
The Bluffs on the Waterway has a boat ramp and dock that has limited availability to only owners and residents. The boat dock if for loading and unloading only.
The Bluffs on the Waterway also offers Boat Storage for watercraft and their trailers for boats not to exceed 30 feet and for boat, motor and trailer to not exceed 37 feet end to end.

Horry County Government has approved 480 multi-family units in the new section of The Bluffs on the Waterway, which will be adjacent to the single family unit section directly off of River Oaks Drive. As of April 2024, Horry County has approved the development of 495 single family homes, 417 have been platted, 376 single family homes developed with another 119 remaining to be developed in this Carolina Forest new home community.
