At the January 27, 2026 Horry County Council Transportation Committee Meeting, an ordinance was approved to amend the official map for Horry County adding the right-of-way for the Carolina Bays Parkway (Highway 31) from Highway 707 to Highway 17 Bypass, including the associated interchange. Currently Highway 31 ends at Highway 707.
In plain language, that ordinance means:
Horry County is officially updating its county map to show a new public road corridor (right-of-way) for the Carolina Bays Parkway extension, including its interchange connections, running from SC Highway 707 to US Highway 17 Bypass.
Here’s a breakdown of some of the key parts to the amendment:
· “Adding the right-of-way”
Horry County is formally reserving land where the road (Highway 31 extension) will go. This does not always mean construction starts immediately, but it protects the corridor from incompatible development.
· “Carolina Bays Parkway from Highway 707 to Highway 17 Bypass”
This refers to a planned extension of Carolina Bays Parkway (Highway 31) creating a new east-west connection between Highway 707 and Highway 17 Bypass
· “And associated interchange”
Interchanges (on-ramps/off-ramps where Highway 31 would meet Highway 17 Bypass) are included in the plan, not just the Highway 31 roadway extension itself.
· Horry County can preserve the land in preparation for the roadway project when it is implemented
· Future development, including and new home communities being planned, must account for this Highway 31 extension
· It strengthens eligibility for state and federal transportation funding
· Construction will not be immediate - construction of this Highway 31 extension may not occur until RIDE 4 or further out
· There is no guaranteed funding or construction timeline – this project is currently not among the list of RIDE 4 projects
· No property will be taken right now (that would come later through a separate process)
There are a few new home communities that are in various stages of planning that are relatively close to where this proposed Highway 31 extension.
Parkview is a new townhome community coming soon to the Myrtle Beach area near Surfside. The new townhome community of Parkview is located just off of Holmestown Road – a convenient gateway between Myrtle Beach and Surfside Beach. In September of 2024, Lennar purchased this 28.2 parcel of land in Surfside. Preliminary plans for the Parkview townhome community are showing 180 townhomes. The Parkview townhome community will have a community swimming pool. Lennar has not yet announced timing or pricing for the townhomes in Parkview but is expected to start presales in early 2026.
Grande Pines is a new home community coming soon to the Socastee area of Myrtle Beach. In late February of 2025, Mungo Homes purchased three parcels of land totally nearly 140 acres behind the South Strand Commons Shopping Center near the intersection of Highway 17 and Highway 544. Parcel 1 is 106.75 acres; Parcel 2 is 16.75 acres and Parcel 3 is 15.65 acres. These parcels are nestled between two existing subdivisions: (1) Queens Harbor and (2) Windsor Plantation – and across Highway 544 from Sayebrook. This new home community by Mungo Homes will be known as Grande Pines. Mungo Homes has not yet announced timing or plans for Grande Pines. Horry County has approved development for 107 single family homes in Grande Pines and 143 multi-family homes in Grande Pines.
Pine Ridge
Pine Ridge is a new home community being planned in Myrtle Beach - although the locals may refer to this section of Myrtle Beach as "Burgess". This new home community is situated on over 636 acres. Development has not yet started in Pine Ridge. The Pine Ridge subdivision is planned to have over 900 single family units and over 900 multi-family units. This Myrtle Beach new home community is conveniently located off of US 17 just outside of Surfside near Queens Harbor Landing.
