The Horry County Planning Commission typically meets on the first Thursday of each month at 5:30 PM for public hearings and then again on the last Thursday of the month at 3:00 PM for a workshop. This upcoming Thursday March 5, 2026, is the next Horry County Planning Commission meeting. Among the agenda items being discussed for this meeting is a request to rezone approximately 51.17 acres on two combined parcels off of Highway 66 from Forest Agriculture (FA) to Multi-Residential District Preservation (MRD-P).
The MRD-P zoning district is relatively new to Horry County. In May of 2024, an Ordinance to amend the Zoning Appendix B of the Horry County Code of Ordinances pertaining to the Multi-Residential District was approved to establish the Multi-Residential Preservation (MRD-P) Zoning District. The MRD-Preservation zoning district establishes design criteria for rural subdivisions. Collectively, a smaller minimum lot size becomes permissible for the exchange of greater setbacks, landscape buffers and the implementation of sustainable design criteria. The MRD-P zoning district allows a mixture of housing types; to include, single family and duplex dwellings, quadraplex, townhomes, zero lot-line development, tiny homes and multifamily.
In general, MRD-P zoning will have more green and more open space, but potentially more homes closer together.
There are two adjacent parcels – both directly off of Highway 66, that make up this approximate 51.17 acre parcel: (1) one parcel is 30.11 acres and the other parcel is 24.76 acres.
These 50 plus acres are located in a relatively quiet, rural area in “Daisy” just a short drive to downtown Loris, SC. The proximity of this property to Highway 66 adds convenience. While not a major primary route like U.S. Route 701 or South Carolina Highway 9, Highway 66 plays an important role in Horry County’s inland transportation network by linking rural residential and agricultural areas to the region’s primary north–south and east–west corridors. Unlike heavily traveled coastal corridors, Highway 66 generally experiences less congestion, fewer signaled intersections and more predictable travel times.
The conceptual plan for this property includes a maximum on 91 single-family homes on this land with minimum lot sizes of 7,000 square feet.
